Someone around here as a dog house that is 4 foot by 4 foot and 3-4 foot tall. I have not actually seen it yet, but, supposedly it is handmade and new. How much should I offer for it?

its kinda hard to price something without seeing it.
Depends. Is it wood, plastic, metal? Does the roof come up for cleaning? Is it heavily insulated? Is it built so the floor is up off the ground? What are you needing it for? Is it weatherized on the outside? Is the opening too large or too small? Too high or low?
You can offer any price for any item anytime. Everything supposedly has a price. You start low and see what feedback you get. That is the only way you can find out what the value is and the value of the item may have more value to the current owner than it may ever have for anyone else OR one man's trash is another man's treasure so go make an offer after checking all the features offered on the unit.

I bought a dog house off Craigslist last fall for 100.00 and they delivered it. It was a few months old and built for a dog that would not sleep in it! He started out by asking 200.00 when I went to see it. I thanked him and walked away.
He called me a few days later and offered it at 100.00 and delivered it and set it in my yard. It is 4 ft wide by 6 ft. long by 5 ft. tall. It has an overhang porch on it with white picket fence railings... Treated runners and pretty well built. I painted it with good quality paint from Lowes found in the mistint area. I painted the porch floor with exterior enamel to hold up in the wet weather. I am very pleased with mine.
Figuring the cost of lumber and labor could you have it built for what they are asking?
Depends on condition and type of lumber used. Good luck with your decision...
Just a thought too it is easier to move a dog house around if need be than a barn!

As far as doghouses go, that is a very large one, Andy. (Lilchick's is simply HUGE!)
Sixteen square feet (or nearly) of floor space at 4' by 4'. By most people's reckoning, four standards would have adequate room if their nestbox, feeder, & waterer are elsewhere. Often, doghouses are too small even for 3 hens. Many chicken-keepers elevate small structures so that additional square feet are sheltered below them.
Material for construction would have to include at least 2 sheets of plywood or other sheeting. That stuff is not cheap. I'd say you have to consider the value the doghouse has starting with the cost of material. But of course, it will depend of its suitability for your purposes.
