How old do pullets have to be to lay hatchable eggs

We now have three 18-19 week old pullets laying on a daily
basis. We also have 4 roos, 1 RIR, 1 Cali White & 2 silkies that are all
over my girls. When can I throw some of the eggs in an incubator?

They are around 70% the size of a store egg.

Second package? So you want a separate hatcher and incubator. Sounds like a plan. You can always try hatching the smaller eggs but personally I would wait till the eggs are at least 90% of full size. This will also give the girls a chance to get the egg thing right too so that they are popping the right things into the eggs and the shells are solid.
