How should I treat this?

I came home a few minutes ago to find my Brahma rooster hanging from my dog pen by one of his legs. I guess he got up there and got a foot wedged in the corner where the bars meet and tried to jump, but got caught instead.
I have no idea how long he was like that but I got his leg out just fine and it doesn't seem broken, but I brought him inside to get a better look at him.
It looks like a feather on his foot is rotting off and hanging by a fleshy string. I pulled it out but I'm not sure what I'm supposed to do now.
Should I clean it up and leave him inside for the night? How should I keep it clean when he goes outside?

Oh, and he's not walking really well which I guess is to be expected. Even if I put him back outside I don't think he'd be able to get up on his perch. And as I was typing the previous post I noticed he's sneezing and coughing a bit but I know he's been eating, drinking and behaving normally.
