How to change laws in HOA area?

First, a petition is probably not what you need. Second, HOA covenants are not laws; they are binding contractual obligations or rules. In most cases they are contractual obligations. The CC&Rs should list the procedures for changing them Typically the board can change rules, but it takes a significant majority of the membership to change the CC&Rs (usually 2/3rd or 3/4ths of hte membership must approve a change). You may need a petition to force that vote if the board is unwilling to bring it to the membership.

In larger communities, some areas may have slightly different covenants or rules. Since the part of the OP's community that allows chickens was acquired later, and already had rules allowing the chickens, that really does not affect their being disallowed in the OP's area. Or the terms under which they are allowed them may be something that the OP's area does not met (amount of land, or different zoning for example).
