You can ask someone on BYC maybe. Other than that i am not sure. Maybe google it and more sites will come up.

go to the "Where am I? Where are you?" section go to one of the states and ask if anyone wants to be your pen pal

Don't know how old you are - but if you're in school, why not ask a teacher to help out. Sometimes they are able to set up a network with another class in another city or country.

Both are free and pretty easy to figure out.
