Since you do not KNOW that the new neighbors called the complaint in, assume that they did not. Rather than lowering yourself to the level or retaliating against someone who may be innocent, take the high road. If you would normally offer a carton of eggs or a welcome to the neighborhood, do so. If you would not, don't. I looked and could not find the provisions of a noise ordinance. It looks like you are governed by the Benton zoning and ordinances, not those for Salina County if I understand you to live inside city limits. I did not find a noise ordinance for either, nor did I find anything saying the OP could not have her poultry.
