Just gently soften the poop with a damp washcloth and gently slide chunks off the feather. If it Is not coming off you may want to trim off the large bits With scissors.

Shoot... I just cut the poopy feathers. Takes seconds and keeps them short so they don't get poopy again.

I dont recommend cutting too much fluff and feathers off her rear end. If you cut them back too much, urates in feces will scald her skin causing redness, swelling and irritation.

If it's warm where you live, use a garden hose with a sprayer and spray the feces off her rear end, then pat dry with an old rag and release her.
If it's still too cold outside, you'll have to bathe her as mentioned.

I should have specified that I only cut the tips off, and I can usually crush any clumps to get them off without cutting. And I do bathe if it's a lot of poop. Don't want irritated skin or cold bums.
