Depending on the time of year. My garage will is the ideal temp most of the time during fall and winter. I do use an ice chest with one little blue ice block. I put a small cloth over it so condensation will not collect and get the cartons damp. In summer I do the same thing but move the ice chest into the bathroom closet. It seems to be one of the coolest places as the A/C keeps that room pretty cool due to the small size.
Many people who set their eggs do keep them on a counter out of the sun and do fine hatching. The reference to keeping them cool is the optimum way to preserve their viability for the longest time. If you are selling hatching eggs it is always a good idea to do whatever you can to make sure the eggs you ship off have the very best chance to hatch. None of these guidelines are set in stone, but rather suggestions to realize the best chance for keeping your eggs viable.
I remember one of the members kept his eggs in the crisper drawer of the refrigerator and had great luck that way.
