How to keep eggs from freezing with out incubating them?

We are having them freeze here if they stay more than an hour..my 5-6 am layers were collected at 7 am this morning and all were frozen..fine though I'll use them to feed back.I'm hatching today and another bator full ready to go-only 1 bator going right now it's winter!
We have way too many nest boxes to provide them with heat.
I'm ready for some normal winter temps any minute now

Ok so now the question is where can I find heating pads that are chicken (pecking) proof & outdoor/weather proof? Oh and cheap? lol cuz ill need 6 just for one of the coops
