How to keep my flock safe

I live in the suburbs in Massachusetts and was wondering if building a fenced in yard would be an option. Problem is the predators. The fences would hopefully keep most predators out but the hawks might be a problem. How risky would it be to build this yard without a top?

Hawks can be a significant problem, and mammals can climb/jump fences. I'd recommend a top on the pen.
