How to keep out burrowing raccoons?

I have a coop built on the ground, with chicken wire secured to the wooden frame all around. I also sprayed ammonia all around to deter raccoons. Still, a raccoon burrowed under the wooden frame and ate 3 of my little birds. Any ideas for keeping the raccoons from burrowing in? Would laying down some kind of flooring help?

I'm sorry to hear about your birds.

The best way to keep out burrowing predators is to bury a foot or so of fence under ground, so that if they dig they just hit fencing.
