How to keep run dry

I have 18 chickens and 6 geese. They were raised together and share the run. The geese need to wash out their nose so they have a small heated bucket for that. Geese are so messy! The water splashes out or runs out of their mouths. I bought platic edging, put it in a circle, placed rocks in it, an oil pan and then the bucket. I use sand in the run and the water still soaks through the drainage rocks and has gotten 1/3 of the sand in run wet. Suggestions pls.

Use triple or double ground undyed mulch

Is that over the sand or in the circle of rocks?

I would remove the sand and replace it with the mulch. About 6" or 8" works great for me. I would leave the rocks around the waterer
