Broken eggs are not that common. Breaking is not what you have to worry about unless a really bad job is done packing them or the PO runs the box over with the truck. What you have to worry about is scrambling. My worst hatches did not contain broken eggs. They were scrambled because the eggs could move around too much. I've hatched chicks from shipments that contained broken eggs but I've had plenty of shipments where nothing hatched or dozens of fertile eggs didn't even do anything because they were packed too loosely. Your idea sounds fine but cram them in there. I wrap the eggs in bubble wrap and then shove shredded paper in there until I'm worried an egg will crack from the pressure of being packed and the carton gaps open around the tape. My eggs do not move in the cartons. Then I bubble wrap all the cartons together and pad the box with shredded paper or balled up newspaper all the way around the cartons in every gap until the top of the box has to be leaned on to get it to close. Everything should be as tight as you can get it. Any shifting of the egg at all can damage the insides.
