This is because they can see you approaching and not become frightened when you suddenly appear over the side of the brooder.

Another way around this is to begin talking to them as soon as you enter the room so they become aware of your presence before you appear looming over them like a chicken-loving monster.

I talk to mine when I walk over. I start saying "Babies, babies, do you want treats?" and they instantly hear my voice and start peeping. When I have the normal pen with the bars they were able to see me and always sat at the bars closest to me. After I covered them to keep shavings in they spent the day walking around and cheeping for me because they could no longer see me and I had to peek my head over the top. I think of it a little like removing what they see as their mama chicken away from them and having to have them grow up and be more independent.
