I am no expert but they don't look broken to me.

You need an anti-dig apron on the outside of that run.
You were right! Both of them had no broken legs. They have healed! one of them could not eat or drink, so I took it into the house (force-feeding it through a syringe). But she got lonely, So I added in the other limping chick. They both started eating and drinking on their own (I was monitoring and checking their poop). So yesterday, both were still limping, but both eating/drinking, so I gave the one I force-fed a bath and dried her fully (She had a lot of dried up food all over her chest because of the force-feeding procedure). I also took off the bandage I put on her feet. Then, I moved both of them back outside with the others. Today morning, at around 6:00am, one of them was slightly lethargic, but she was jumping around, eating, drinking. And by 11:00am, she was healed. Her limp is so much better, as well as the other chick that was limping. So thanks so much! Your post really helped me to notice that their feet was really not broken! Thanks for the advice.

And as for the anti-dig wire you suggested, it is much harder to make an apron for our specific set up, so I just buried wire under half of the entire aviary and zip-tied it to the bottom of the aviary kennel. I am planning to finish the other half of the aviary today...as the quail have been trapped in their coop for a few days now.
