Looks like a rooster. There are long hackle feathers growing on his neck(In the first pic). His legs are also long and big looking.

At 4 weeks you should see little bright red combs appearing on the roosters, and barely anything on the hens. You can post pics so I can see what you got.How early can you tell their sex? My 4 chicks are only 4 weeks old. Depending on how you answer I will post photos.
