How to tell which hen is'nt laying to cull?

There is a variety of ways to tell, smaller combs, legs darken, pelvic bones get narrower and vent looks dry. Not laying and getting 1 egg a week is the same in my opinion.

Question about the smaller combs and not laying. Some hens naturally have smaller combs so then how does that work? If they started with large combs do they shrink then when they aren't laying?
