How to train the neighbors rooster?

Ok let me say first, this is not a good neighbor (long story), and I think this little guy is all he has left. But I dont want his DNA in my flock. He is gorgeous, and I would never harm him.
I have caught him and put him over the fence, he jumps right back. I have caught him and put him in a broody buster overnight, then over the fence, he comes right back. I dont want to keep chasing him, and locking him up, what can I do to tell this little bird to stay home? And yes he is out there now in the broody buster, I just processed the roo in the next cage, but I bet he would just come back if I set him free. Am I stuck with trying to find him a new flock?

Yes he is lonely, and he is the second "stray" to come up. I put the other on CL, but no takers.
He is not a bad rooster (either one) just not at all what I want.

Maybe you could talk your neighbor into getting a hen or two for him?

I may clip a wing and see, his fence is only 3 feet tall on his side (back filled)
There is no talking this AH. He had hens, but did not care well enuf for them.
