Huge clump of chicken poop stuck on her but with something frozen on stop

Put her in your garage, get a med size tote, get a five gallon bucket make sure its clean take it to your bath, fill it up as much as you can carry then fill the tote up about 4 inches in your garage, if you have any sort of dog crate keep her in there with straw or shavings. You could use tupperware container for food and water if you dont have an extra water which i recommend you get - its easier for the winter you can rotate them. Then give her a bath and try to get the poop to fall off. Then see if shes got a prolapse try to push it in or comment how bad it is.

ok i have a dog crate and a water dish i can use i have water and straw my only worrie is that after the bath is she will be warm enough to not freeze

after i blow dry her and she is completly dry can i return her to the flock or do i need a heater on her for a day?

ok so i just took a another look at her and alot of the stuff came off but there is still some stuff on there its frozen browny kind of color her vent is round and open when i pick her up but nothing comes out i can see some browny color in there is that a broken egg in there or is it something else but i dont think its a prolapse because nothing is red

The browny color that you're seeing is most likely poop. Try to pick everthing off and if the vent closes then shes all good, but if the browny color looks like an egg it might be one. I'd just wait and see if shes prolapes.
