Ok is that part if a hatchery or just a private person?

It's safe to say Tony is referring to a private breeder. Not many buyers use hatcheries for the rarer birds. All the hatcheries I know of drop ship ornamentals from private breeders they have contracted with. The hatchery advertises and makes a huge markup without ever touching the actual birds.
