Humidity in incubator wont go up

We have 4 eggs that should have hatched yesterday. Our humidity is always at 45 and we're trying to get it to 60 but nothing is working. We've tried putting a wet sponge in and a small cup of water in but that's not working. All 6 water channels are filled but its still at 45. It went to 77 for five minuets then dropped back down. The windows are fogged only a little bit on the edges. We have a little giant still air incubator. Please help!
 
I don't know much about this but have you tried a secondary Hygrometer? With the window fogging it would seem that the humidity is high. Is it possible the meter you have is reading wrong?
 
If the window is fogged and it's still reading 45 I'd say your hygrometer is reading wrong. Make sure there's no condescension on the eggs. And the windows don't drip. You may have to lift the lid briefly to lower the humidity.
