Humidity problems.

So im having a problem increasing my humidity, its only at 16%. I have a large cake pan filled with water in my homemade incubator and it has a sponge and some paper towels along with a mug with a fish tank heater in it, but still no luck. I know you can do a dry hatch and thats what i keep getting from a friend but if i cant get it above 25% before i start, i wont be able to get over that when i go into lockdown and then ill have a problem. Any help please.
 
I find a wet clean wash clothe seems to work the best when trying to get the humidity up, try placing a couple very wet ones in each corner.
Good luck. I also do dry incubation until the last 3 days.

Sorry, I can't add anything helpful to the discussion as I have no experience. I can just sit here and giggle like a 13 year old boy.
 
Thanks for the suggestions, i would do a dry hatch but i have been told for a dry you still need at least 25% i only have 16%.
