maybe he's too weak to get out. I had 4 movers on hatch day quite vigorous but after day 22 they never moved again

Take a needle/pin and score an X right at the end of the fat end off the egg, where the air cell is. Keep scratching over and over until you are in, then with a pair of tweezers break out a small piece of shell, just big enough to allow you to see what's going on in there. If you don't see a beak, or movement, stick a wet Q-tip in there and wipe the membrane covering the chick. That should get a reaction.

Done it, should the membrane be sticky because it looks pretty dry in there can't see any movement
 
That membrane looks fine, but if there is no movement… Can you see veins, etc in the membrane? If there are they will be very fine.

Back in the incubator with that baby and keep the humidity at 65%-70%

I'm glad you joined us.

I hope the remaining chick is able to hatch! Leave it in the incubator to let more blood vessels recede. You may end up helping it out of the egg. If you decide to do that, I suggest taking a look at this wonderful guide to assisted hatching:https://www.backyardchickens.com/a/step-by-step-guide-to-assisted-hatching I've successfully helped several of my chicks out of the egg before, and they've all turned into healthy adult birds.
