Those sound like good numbers to aim for to me. I do very well with 25-40% the first 18 days and around 65-75% days 18-21. 40% throughout the entire first 18 days is a little high for me but I'm also incubating in a humid area. I always check air cell growth at days 7 and 14 and adjust if needed. I find although not optimal chicks can still hatch out pretty well with air cells that are on the large side, I have more trouble with chicks hatching if the air cell is too small.
