Are you using a Wet Bulb Thermometer? If so you need a conversion chart This link will have a chart you can follow.

If you have a digital Hygrometer it is way to high. It should read near 50 for the first 18 days and 65-70 for the last three days.
 
Right now it reads 38% with no eggs will this rise with 40 eggs in and how much do you think it would rise to
 
Get incubater to 40-50% humidity before setting the eggs , maintain that humidity for first 18 days then on day 18 raise humidity up to about 60-65% humidity . When they start to pip and hatch the humidity will raise.
