Not necessarily. It depends on what happened after the flooding. Plenty of salvage cars (insurance totaled) are rebuilt after flooding.
I only vaguely remember a video talking about starting the engine after water intrusion. But I can't remember the sequence of steps. The outcome has a lot to do with the type of vehicle.

As for the interior, you have to pull it all out. It can get cleaned (shampooed) and dried outside the vehicle and reinstalled, but it will never dry out inside the vehicle.
If the vehicle has sat for a while all wet, then yeah it's trash. Some of the auction cars are full of mold, they usually label them as biohazards. ick
