i have 3 pekin rouen duck. i was told that they can not reproduce with eachother. is that true?

That is incorrect. Any of the mallard derived breeds (pekins and rouens fall into that category) can mate and produce fertile offspring. When mallard derived breeds are crossed with muscovies, the offspring are sterile.
