Heating the entire floor might not be wise, as they do need cool spots too(which I bet you know already), so maybe only run the floor heat in the center or on the outside, leaving part of the floor cooler?

Yes there will be fewer loops in part of the coop but I am not sure which yet. Doing the center part alone might be the thing. I worry about how much additional heat the birds themselves will put out. The amount of birds in there will vary dramatically as well...about 100 in the summer months to only 30 or so in the winter.

The brooders will be raised off the floor so I can store totes of feed, minerals, etc below them.

Back when I first started doing chickens I had a problem with piling so I like to limit brooders to only 15-25 birds each
 
I can't see why it wouldn't work, just use a mixing valve so you can set the temp of the water to be able to control it. Will work the same way it does in the house, maybe even better once the shavings and stuff start to warm up.
