Hygrometer accuracy?

Ok so, recently I had a clutch of chicks die in the egg because the humidity was low and they couldn't pip, I discovered this after I assisted 2 and the third had already died in the egg by the time I got to it. so I bought a hygrometer and set it up, now my incubators readings is around 90% and the meter is about %60. but that would mean this whole time I've been incubating at %15 and hatching at %30, I've had 9 chicks hatch with no problems previously and another 10 or so hatch under the same conditions in my first batch. so is it even possible for chicks to hatch with such low humidity or is my hygrometer busted?? if it is, that means I've probably just drowned my remainder eggs :(
 
You should calibrate the hygrometer.

In regards to your current eggs. I'm my limited experience it's very easy to run dry for a couple days if you need larger air cells. What day are your eggs on?
 
candled the remainder eggs and now only two have a chance. they are later eggs that I put in last minute so maybe 21-23 days? Im confused because chicks have hatched with no problems in past and air cells were the correct size, yet this time the humidity is so 'low' they cant even pip...
