That bird is absolutely a rooster. I'd not bother getting him at all, just look for some hens.

He looks just like our rooster. Who was I believe a sizzle Cochin mix but had a regular not rose comb. He also looks well and truly at the age that whoever is giving him to you knows darn well its a rooster as it would have been crowing for quite some time.

There was a thread here on the collars and I think it got mixed reviews.

See the really long orange feathers on his neck and on his back towards his tail? That is how you know he (or any others you are offered) are boys. Only boys get those long skinny feathers.
