Definately retry with new chicks. Try to find 'sexed' chicks ( you pay a little more than straight run chicks, but have a 97% chance of females).
Last year I bought 9 straight run chicks with the hopes that I would get at least 4 or 5 hens. I got 8 roos and only 1 hen! What luck....no wonder I never win the lottery! Fortunately, the feed store took back the boys (and gave me feed in exchange...nice deal, all in all). This year I went with 'sexed' chicks and out of 4, 1 is a rooster.
