Yeah, from what I understand, it's when the bird has 2 copies of the diluted black gene (a regular BLRWhas only 1 copy of this gene which makes it look blue). Havjng double the diluted gene makes the bird white laced red instead of blue laced red
 
Yeah so when you breed 2 BLRs together you get 50% blue lace chicks (50% chance of inheriting 1 copy of the the diluted gene from either parents)
25% splash (25% chance of inheriting both parents diluted genes)
And 25% black laced (25% chance of inheriting neither of the parents diluted genes)
