I cant seem to find the right temp in my hova bator 1602n

I have a hova bator 1602n, with an attached pc fan. Because I have a fan, I consider it a forced air incubator so I set it to 99.5 f But its so hard to keep a stable temp. It goes to 100 f, then cools to 98 f it dose it all the time. I have closed air vent and its not in direct sunlight. please help, I'm getting eggs soon.

Does the room temperature vary?
Try moving it to a closet or some other place with stable temperatures.
It will likely be more stable with eggs in it. Try putting some tiles or a water bottle in it to hold temperature.
Depending on how fast the thermometer reads, it will do that. The heat element cycles on and off.
When it cycles on it heats up, when it cycles off, it cools down.

that's a typical (and normal) swing for the wafer thermostat. you can add bottles of water if you don't have a full set of eggs or if you're setting a full set the mass of the eggs/water will hold the swing to minimal.
