Ok, I'll cut to the chase. So, I'm thinking this young cockerel scratched his eye with poop on his nail, and infected his eyelids on both sides of his head.
What do y'all think?
Is it treatable, or will I have to call him?

Yes, it does. I've cleaned it a few times with hydrogen peroxide and put lotion on it, but nothing has changed.

Yes, just a small one
It will sting so the bird will wiggle but if it saves her/him it's worth it
