I feel really sorry for this duck. How do I know it's starving??

I live in gated community and there has always been this one single duck all by himself who people used to feed until HOA sent threatening letter saying they would fine anyone $100 per day if they are caught feeding ducks. Ever since then it appears this duck is super hungry. I live in south florida. This duck is ALWAYS by himself. 7 ducks joined him last month out of nowhere but now they are gone and this duck is again all by himself 24/7. Is this normal or I guess he's just a "loner"?? Why didn't he leave with his duck friends?? I'm referring to the 7 ducks that suddenly appeared last month who are now gone. Where did they go??

I fantasize about catching him and taking him to someone who keeps ducks as pets because every time I see him I feel sick to my stomach he seems sooo hungry! :( Should I do this??

Am I just being paranoid? This duck is also friendly, will eat from your hand and not afraid of people... I'm worried he got too used to hand outs which has now stopped and is now starving because of it.
 
He doesn't know to leave with the others becuase he has always lived there and always been feed

Should I catch him and take hi to sanctuary? I fear sanctuary won't take him unless he's injured. I don't know what to do.

Catch him and take him to the sanctuary…. I think this is your best bet
 
The reason I say he always looks super hungry is because he will sit for long time near peoples condo on the sidewalk right in front of the condos waiting and waiting for food. They says ducks always look super hungry though... so I don't know how to tell if he needs help or is just wanting easy handouts?

I thought ducks can easily find food in south FL? Is the fact that he didn't leave with those 7 ducks an absolutely 100% positive indication he doesn't know how to fend for himself?? Thanks for the responses so far!
 
@Duck Lover88: It's been about 3 weeks...

I moved to this condo about one year ago and this duck has always been all by himself asides from about 3 weeks ago 7 ducks showed up who now left.

I question just how much this duck was fed by people though because I honestly don't think he was getting huge amount of handouts... but then again seeing that he doesn't fear people says otherwise?

Also, the 7 ducks who joined him were also not afraid of people...
