I get tired of myself quoting Holderread so often, but he's usually my best source for duck-info. He uses the term hen quite a bit in his book Storey's Guide to Raising Ducks.
As far as the hen/drake ratio, it's reccommended at least two hens per drake, but with that many drakes I would wonder if you wouldn't have problems anyway even if you got that many more hens. I think you need to get rid of at least a few of those drakes plus get a lot of females. And until you get that ratio improved separate the hens with just one male so they don't get overbred and hurt, they start young.
