I have a problem with my chicken neck

About month ago I noticed that one of my Production blues was missing feathers on her neck I thought she was molting but they haven't grown back and now her skins like a tan orange color. Not sure what to do.

Another bird or birds in the flock is/are plucking her pin feathers as they grow in. If you can identify the guilty bird, Pin Less Peepers can help to break the habit. Do an on site search for information.
