I would second guess taping the legs together just yet. I think if you can get his toes Flat, he'll use them and be able to gain strength and pull himself right up.. But if you decide to tape them together, he will flip and fall over a lot, he'll even get stuck upside down with his legs up in the air and to me, that's not really working those muscles.
But it's up to you. you may want to try the shoe first give it some time, see if he can start using those toes and weak muscles and if he's getting no wheres and continues to drag that foot after several hours then you might want to try taping the legs...
