I have had this happen...I believe sometimes chicks take so long to hatch they pull the muscles in their legs. Does it look like he's having a hissy fit. Like he's trying to walk, but sits on his back haunches and kicks? The good news is, he'll be walking soon. Just be careful in the meantime he doesn't get trampled by the other chicks. You should see him/her walking within 2-3 days. Just carefully dip his beak in water and food and he'll get the hang of it! Good luck!!

I would also make sure that he isn't getting trampled by the other chicks. I am also a real believer in a few drops of poly-vi-sol (w/out iron) a couple of times a day. May give him the little boost he needs to get going.
