i need help with city ordenance

Can anyone help me? I bought 2airacona hens and city of hollywoods tells me their against code. But neighbor down street has roasters and u hear them everyone morning cockadodeling and no one says anyhting. My hens aren't tha t loud as a matter of fact u don't hear them at all. What can I do? I want to keep them
