I need some advice.

Having him knocked out won't be an issue. The problem with rotting teeth in these small dogs is the garbage food they get fed. Most people feed these dogs small portions of canned or other *soft* gourmet meals. Don't do it. Your dog has teeth and can chew just fine. Feed them dry kibble and give them real bones with meat on them to gnaw on. Feeding your dog the soft foods (made for humans to think they are feeding their dog something fancy and tasty) is no different than someone feeding you a diet of oatmeal for the rest of your life. There is no exercise for the jaws and nothing to clean the tooth surface. The result is a mouth full of infection and rotted teeth. Once the teeth have been cleaned, depending on how many rotted teeth they had to remove, ask your vet to recommend a good dry food once he has recovered.
 
I have two 14 year old Toy Fox Terriers. One we raised from a tiny pup and have faithfully brushed his teeth. My other one was gotten from a hoarder via a shelter. She apparently never had any dental care. When we got her, her mouth smelled like she wss hiding a dead thing in there. After her dental the poor thing only had two teeth left!! My boy just had a couple of teeth removed. Both survived anesthesia just fine. My girl can still eat just fine and she's obviously healthier. But even though they sre the same age she looks much older than my boy. I have failed at uploading a photo. Sorry!
