It's not normal but she didn't necessarily kill it. It may just have died and she's eating it to clean up the nest.

I'm a worry wart. I would not give her a chance with live chicks., I would put them in a brooder with heat lamp . If she hatches any in your presence, I would let her have them if she practices good broody behavior. A new mom, wants the newly hatched chicks under her, and will flatten herself out to accommodate them. Even if she did not kill the first chick, I'd worry that because she ate it, she might want to eat more.
