I require help my chicken eggs never hatch!

So I am new to this of incubating eggs but I must be doing something wrong because the chicks is always able to fully develop but he never actually starts to hatch. I had an egg that never ended up hatching when it was fully developed. For example its the 22nd day of an egg and he didnt yet start to hatch, but out of curiosity I candled it and it is moving. Why are they never hatching?
 
The temperature is 37.8, the humidy levels are about 65% and I turn the eggs 3 times a day until the egg is 18 days old
Is it a still air incubator or do you have a fan?

I’ve read for still air incubators temps should be a little higher (like 101degrees F). I’d assume maybe your temp was low (but maybe not too low), and they take a bit longer to develop because of that. Can you hear anything in the egg? If not, I’d assume they haven’t pipped through the air cell and just give them more time!

My incubator has a fan, so that cant be the problem… If tomorrow (wich would be the 23rd day), should I make a small hole in the outter and inner shell? (If it doesnt so the inner pip of course)
