Well just an update I am now thinking hens they are all looking similar now I guess some just developed a little earlier than others. They are now 19 weeks and no crowing or any other behavior that would suggest roo. They also have not developed and saddle feathers or anything. Now just waiting on eggs.

I have an australorp who looks similar to the rear bird. It was also supposed to be a pullet. I'm holding out very slim hope that it is a girl, but that tail is looking more flowy by the day. It is supposed to be at least 19 weeks in which case it should be looking really roostery. I'm afraid she lied to me about age as well as gender.
