I was completely traumatized... someone tried to take my dog!!!!

Mentally disabled or not, a police report should have been filed, and I'd be sure to press charges. The next incident with this fruit loop might end in personal injury. By not holding him accountable, he will be emboldened to repeat or escalate his behavior.

I agree with Lazy Gardener, you can still file a police report I would think. The next time he might try to grab someone's kid. At least the police can be aware that he's around and needs to be monitored at the very least. Pepper spray is a great thing to have, if you're not comfortable with a concealed carry.

The police said he would have a file and they'll keep track of him.
 
So? File the report for "documentation" reasons. Get a copy of the report.

This way, if he approaches you again or something happens to you, there is a paper trail. The guy may, or may not, be involved in your future. You won't know.

Second, if the guy does this to someone else and THEY report it, the police will know this is a pattern OR that things are escalating.

I did the whole report thing multiple times for documentation purposes. When something really bad happened, the police AND the judge had a paper trail to justify granting an immediate Restraining order AND keeping it in place. When I'd call to say he was violating the order - they immediately sent 2 patrol cars, lights flashing.

Previously, they had said there was not enough stuff happening to warrant a restraining order.

Please reconsider filing a police report for documentation reasons. It could help you, or someone else, in the future.
 
When I lived in Los Angeles I had someone following me in their van accusing me of stealing their dog. They continued harrassing me and even went around the block to come back again. Fortunately for me there was a lot of traffic and no place for them to park. I was at the end of my block and was very happy relieved they didn't see where I lived.

That was worrisome for me so I can imagine your fear.

I'm glad all turned out alright and neither of you were hurt.
