I was told it was a bantam, what sex? what breed?

Here it is. Not sure what breed it is. Please help! And if you think you can tell the sex please let me know. Oh! and it does have feather feet.

I was going to guess an Easter Egg laying hen, but they don't have feathered legs. but from the picture it does look like a hen, but just my guess lol.
