Identify: Devil-Looking "Horned" Rooster

He's a black Crevecoeur.

Definitely not a houdan, as they only come in white and mottled.

Nurse Turtle is the closest, unless he's a mix.

BTW: Houdans have crests very similar to polish in boys.

Thats not a polish at all. Polish have a different lookin crest. They look a lot alike though

A poorly bred polish can have a crest that looks like that. hatchery birds rarely come out looking exactly as they should.

Is it feather footed? Wouldn't rule out a hatchery quality Sultan if it's booted.
