If a animal walks outside of someone’s property is it mine?

That would be called stealing.
Listen, that's how people make their money, feed their families, live their lives. You cant take that away just because you dont like what they're doing. Now, unless these animals are actually being abused, I suggest you let it be. Often times the animals are well cared for and kept healthy, I mean, people dont want to eat an unhealthy animal, otherwise we wouldn't be healthy.
Please try to understand the situation, and don't steal just because you dont want someone to have something of their own.

I know of a horrible slaughter house near me—it’s local and small, but the fences are only so so, so if an animal were to slip under without me touching them—could I then take that animal

If an animal comes through the fence, I think you should ask them to come get their animal. (Let it be their problem how to catch it.) At that time, also ask them to repair their fence.

If they say they don't want to bother catching the animal to take it back, ask if you can keep it. If they say yes, then it's yours.

If animals come through the fence regularly, and if they get warned but do NOT repair the fence, there may come a point in the future when it is reasonable for you to keep animals that come through the fence--but certainly not the first or even the second or third animal.

And if the animals do not go through the fence, then the fence is good enough for their purposes.
