If eggs do not hatch after 7-8 days

The reason I asked this question is there are entire sections of the world and cultures - more populated then all the
western world that consume eggs that are incubated for 10 to 15 days and consumed raw right out of the shell this product
is called "BALUT". Your assumption of the formation of bacteria - in my opinion would be correct but is this bacteria
pathogenic?
 
You can eat it but, I would cook it. And in my opinion I wouldn't eat it just to be safe
