Oof. Unfortunately the only person I know of who does birds in the area would tell you to put this bird down, and I couldn't suggest them to you in good conscious anyhow 'cause they're pretty bad. They're just willing to "see any animal" without really being qualified.
I suggest looking for exotic animal vets, like ones that treat parrots and roll from there. Good luck!
